【Abstract】
In order to solve "no power" problem in rural area, Chinese government organized and implemented the Pilot Brightness Project , Tibet Ali Area Project via building mini-grid PV/wind power plants. “SDDX” program started in 2002, over 700 power plants were built and supplied electricity successfully in two years. Chinese government cooperated with other countries, and carried out KFW Project, REDP Project and Silk Road Brightness Program and so on. But as the construction time for these projects was limited and mini-grid PV/wind power system involves in many factors, such as civil construction, low-volt electrical network, equipment of power plant and so on, and that relevant quality standard and regulations were incomplete, some of the plants had some problems afterwards. The objective of this project is to study the relevant quality standard and regulations of PV/wind power system, point out the problems and weak point of the existing standard and regulation, put forward reasonable advice to set up a complete system of standard and regulation, which ensure the sustainable development of the plant, to provide better electrical service for local people.
The content of this report is as the following:
   ♦ Study the existing quality standard for PV/wind power system, including wind turbine, PV module, diesel generator, battery, controller, inverter, rural grid and other equipment standard. 
   ♦ Study existing management regulation of PV/wind power plant, including the principle of RE mini-grid plant site, procedure of acceptance inspection, and management regulation. 
   ♦ study and analysis the problems and weak point of existing standard and regulation for PV/wind power system 
   ♦  Put forward reasonable advice to set up a complete system of standard and regulation.
